The draft masterplan aims to develop a vision of regeneration for Elland, building upon the town’s unique characteristics, reflecting the needs and aspirations of the local community, and encompassing the vision developed for the station access package, and create a vibrant heart to Elland
The masterplan sets the framework for delivering an improved town centre at the heart of the local economy and a focal point for shopping, business, arts, culture and leisure. The town centre will serve the needs of all Elland’s residents and will attract visitors from the wider Calderdale region. The town centre’s strength will lie in the range of its offer – in terms of shops, attractions and opportunities to set up new businesses. An expanded outdoor market, a focus on independent retailing and high-quality events will act as an important attractions. Underpinning an improved retail, arts and cultural off er will be a high-quality environment, which
reflects Elland’s heritage, but also looks to the future and achieves the highest standards of public realm design.
